Solution :

Please follow below steps to get rid of your issue:

  1. Start your Internet Explorer using "Run as Administrator"
  2. Open your http://localhost/reports
  3. Go to your properties tab (SSRS 2008)
  4. Go to your Security->New Role Assignment
  6. Also check the Report builder
